POSITION TITLE:         Executive Assistant and HR Liaison

QUALIFICATIONS:       Associates Degree with 5 years of experience in a comparable work-related field. Strong knowledge of computer software applications word processing, spreadsheet, presentation and skills in applying them. Knowledge of Human Resources requirements and personnel confidentiality rules. Verbal skills to convey complex information and procedures in a clear, professional manner. Strong writing skills to prepare reports, instructions and informational material used in the conduct of the Organization’s business. Basic math skills to perform basic functions for accounting and payroll. Reading skills to comprehend complex materials and the ability to interpret and communicate their meaning. Ability to multi-task, prioritizing among competing tasks, and to use critical thinking skills. Exhibit a high level of professionalism and ethics working amicably with the Park Board, the Executive Director, Administrators, Personnel and Community. Possession of a valid driver’s license. Must meet the City of Cullman’s employment and physical standards, which includes drug and alcohol testing.

COMPENSATION:     Full-time / Hourly

MISSION STATEMENT:

Cullman Parks and Recreation is dedicated to improving quality of life through exceptional parks, facilities, events, and recreational opportunities for all.

EXECUTIVE OFFICE RESPONSIBILITIES:

  1. Performs advanced clerical/secretarial work.
  2. Schedules appointments and maintains the executive office staff calendar.
  3. Answers the telephone, routes calls and takes messages.
  4. Receives visitors to the executive office and directs visitors appropriately.
  5. Composes and types correspondence and reports.
  6. Creates and maintains files and records for the executive office staff, Park Board and Foundation Board.
  7. Assists in writing memorandums, policies, procedures and job descriptions.
  8. Assists the executive office staff in communicating with the Parks and Recreation administrators and team.
  9. Fills out purchase orders for the executive office staff.
  10. Monitors executive office staff budgets.
  11. Receives, distributes and files the mail for the executive office.
  12. Reads, interprets, generates and explains budgets and payroll reports.
  13. Leads effort in maintaining the organizations compliance with CAPRA standards and objectives.
  14. Attends all meetings as required by the Executive Director and Recreational Development Director.
  15. Prepares Park Board and Foundation Board Agendas.
  16. Records Park Board and Foundation Board Meeting Minutes.
  17. Maintains the office décor, neatness and cleanliness.
  18. Establishes and maintains sound business and financial procedures in accordance with Federal and State laws, City and Cullman City Parks and Recreation system policies.
  19. Performs other duties as assigned by the Executive Director.

HR LIAISON RESPONSIBILITIES

  1. Leads organization’s efforts in being compliant with all Alabama Fair Labor Standards Act Laws and regulations.
  2. Trains and Assists Department Heads with FLSA compliance and Parks and Recreation Policy and Procedure compliance.
  3. Acts as a Parks and Recreation liaison with the City of Cullman HR Department.
  4. Oversees Parks and Recreation HR training efforts.
  5. Oversees new employee training program.
  6. Maintains a continuous recruiting model to find the best talent for the Organization.
  7. Oversees job postings on the website, newspapers and other online posting agencies.
  8. Oversees payroll and time clock reporting with City HR Department.
  9. Provides information concerning employee benefits to administrators and employees.
  10. Oversees the safety training program.
  11. Responsible for keeping all incident reports and submitting the reports to the City Risk Management Department.
  12. Acts as a Parks and Recreation liaison with the City Risk Management Department.
  13. Creates and maintains employee personnel files and records.
  14. Facilitates efforts for annual performance evaluations and compensations reviews.
  15. Acts as an unbiased advocate for the employee concerns to management.

WORKING ENVIRONMENT:

The work area is well lighted, ventilated and heated. Occasionally work outdoors where there is a potential to be exposed to various weather conditions.

PHYSICAL DEMANDS:

The work is mostly sedentary. Typically, the employee may sit comfortably to do the work. Some walking, standing, bending, stooping and carrying of light items may be required. Must be able to lift twenty-five pounds without assistance.


GROUNDS MAINTENANCE STAFF

QUALIFICATIONS: High School Diploma/GED required. Strong, detail-oriented team leader with excellent organizational and record-keeping skills. Experience and training which demonstrates the knowledge, skills, and aptitude to perform the defined duties. Possession of a valid driver’s license. Must meet the City of Cullman’s employment and physical standards, which includes drug and alcohol testing.

COMPENSATION: Hourly or Salary

REPORTS TO: Grounds Maintenance Manager

PERFORMANCE RESPONSIBILITIES:

Assists higher level of workers in various maintenance, repair, and construction work.

Maintain mowing of grass on right of ways, playgrounds, sports playing fields and park areas, including edging of grass along sidewalks, curbs, and streets.

Uses chemicals in the control of grass and weeds.

Move bleachers city-wide for various events.

Plant and maintain sod, shrubbery, plants, and all other beautification at various recreational facilities, remove and trim trees.

Clean and refinish gym floor at Senior Center.

Line and clean all baseball and softball fields.

Takes the necessary precautions and safeguards for preventing injury to employees, the public, and damage to private and city property.

Works tournaments and leagues maintaining facilities at all times.

Establishes and maintains sound business and financial procedures in accordance with Federal and State laws and CP&R system policies.

Exhibits a high level of professionalism and ethics working amicably with the Park Board, the Executive Director, Administrators, Personnel, and Community.

Attends all meetings as required by the Athletic Director and Executive Director.

Performs other duties as assigned by the Athletic Director and Executive Director.

WORKING ENVIRONMENT:

Work exposes the employee to adverse weather conditions and hazards associated with mowing equipment, chemicals, and general maintenance duties. Protective equipment is required, such as gloves, safety glasses, clothing, and boots.

PHYSICAL DEMANDS:

Work is performed both inside and outside and requires the physical and mental ability to operate a motor vehicle, grounds maintenance equipment, and computer. Work also requires working around heights, heavy lifting, and the ability to climb, stand, bend, and sit while performing various job duties. Must be able to routinely lift 50 pounds of weight without assistance.


CONCESSION STAFF

QUALIFICATIONS: Must be 16 years of age or older. High school diploma or GED equivalent (preferred). Ability to effectively communicate both orally and in written form. A pleasant, friendly, and outgoing demeanor. Cash handling experience. Experience and training which demonstrates the knowledge, skills, and aptitude to perform the defined duties. Must meet the City of Cullman’s employment and physical standards, which includes drug and alcohol testing.

COMPENSATION: Hourly

REPORTS TO: Food Service Manager

PERFORMANCE RESPONSIBILITIES:

Provides effective and efficient customer services and promotes and maintains responsive community relations.

Attends any in-service training and safety program for staff.

Attends cleaning training for food service facilities.

Helps maintain system-wide inventory as it relates to assigned facilities.

Assist Food Service Manager on the ordering process for food and related consumables.

Responsible for reviewing and following the cash handling policy for Cullman City Parks and Recreation.

Knowledgeable of basic mathematic skills, such as giving back correct change.

Responsible for using an iPad to total up orders.

Responsible for cooking food to correct internal temperatures.

May require travel between food service facilities: Heritage Park, Field of Miracles, Football (West Elementary), and/or Cullman Wellness and Aquatic Center.

Required to work at any Cullman Parks and Recreation food service facility when called upon.

Must follow facility dress code.

Must be available days, nights, and weekends with hours varying based on time of year, events, and projects.

Exhibits a high level of professionalism and ethics.

Exhibits proficiency in written and oral communication.

Performs other duties as assigned by the Food Service Manager, Maintenance Supervisor, or Athletic Director.

Performs other duties as assigned by the Athletic Director and Executive Director.
